Make the second lemming walking right a blocker and let the first one walk away the desintegrating steps above the trapped lemming. Don't forget to make the trapped lemming a blocker. Pick up the spades and walk back to the right. Bash away upwards diagonally and stop bashing when the lemmings can walk up the platform. One of the lemmings has picked up some bricks, use them to make a double step width stairs up to the middle platform. Build towards the right platform and bash through the obstacle until the lemming can pick up more spades. Now make both lemmings walk to the left and jump onto the left platform, build up right to the highest a platform and bash through the obstacle, build a bridge and again bash through the obstacles revealing the exit. The lemming which has the bricks, should build stairs towards the entrance so the blocker can be released.
