Explode the first 2 or 3 lemmings, creating a pit. Build out of the pit.

From The Boundary Line

Let the first lemming bash through the obstacle. Now let one lemming climb out of the pit. Near the exit he must dig down 4 or 5 times and then build stairs. When he bounces back, turn the lemming into a miner.
